By means of Decree 0069 of 2025, the National Government, through the Ministry of Finance, decided to postpone budget appropriations amounting to 12 trillion pesos. The National Government recognizes that the projected revenues will not be sufficient to cover the expenses outlined in the decree that approved the General Budget of the Nation for the 2025 fiscal year.
This postponement includes budgetary appropriations that constitute future budgetary allocation (vigencias futuras) in key national and local infrastructure projects; some of which are listed as follows:
- Postponement to the Ministry of Finance
The following projects were all affected by the postponement decreed by the Ministry of Finance:- Regiotram de Occidente;
- First Line of the Bogotá Metro;
- Medellín's Calle 80 Light Rail;
- Public transportation systems in Neiva, Popayán, Armenia, Ibagué;
- TransMilenio’s Troncal de la Calle 13.
- Postponements to the Ministry of Transport
Several road infrastructure projects under INVÍAS were also impacted by the measure, including:- Cúcuta-Sardinata-Ocaña-Aguaclara y Accesos;
- Montería-Cereté-La Ye-El Viajano-Guayepo;
- Altamira-Florencia;
- Troncal Central del Norte;
- Conexión Transversal del Caribe – Troncal de Occidente;
- Transversal Corredor Fronterizo del Oriente Colombiano;
- Túnel del Toyo;
- Troncal de Occidente;
- Transversal Buenaventura-Villavicencio-Puerto Carreño
Additionally, several projects under ANI were affected, such as - Mulaló-Loboguerrero Road;
- Bucaramanga-Pamplona Corridor;
- Canal del Dique.
It is important to clarify that, under Article 2 of the decree, this measure only applies to "those budget appropriations supporting commitments and obligations acquired with future budgetary allocations," provided one of the following conditions is met:

When both parties to the contract backed by future budgetary allocations (vigencias futuras) mutually agree to reschedule them; or

When contractors fail to meet the deadlines established in the schedules for the delivery of goods and services to the Nation, subject to prior contractual, financial, technical, and legal evaluations by the responsible sector
