The providers of these public utilities may offer the subscribers and/or residential users of strata 1 to 4, and industrial and commercial subscribers and/or users, deferred payment options for the value of the invoice (fixed charge and consumption charge for water and sewerage services) (fixed charge and variable charge for the sanitation service) without including solidary contributions in the corresponding cases.
Subscribers and users have the possibility to accept or reject this measure. It should be noted that the selection of the option of deferred payment must be a decision adopted by the subscriber and/or user for each of the invoices subject to the measure.
The invoice must contain at least the following information
- The conditions for selecting the deferred payment option
- The conditions of the financing rate,
- The start date of the payment,
- The payment period,
- Deferred value prepayment options.
Once the payments begin to be executed, the following information must be provided through the invoice:
- Total value.
- Total balance to be paid.
- Start and end date of payments.
- Payment term.
- All other conditions related to the financing of the invoice.
Once the health emergency is over, those who provide these public utilities may restart with the adoption of measures such as the suspension of the utility due to non-payment.
This resolution covers all invoices issued as a result of the declaration of the Economic, Social and Ecological Emergency that are not part of the invoices subject to deferred payment provided for in Article 4 of CRA Resolution 918 of 2020.
It is important to mention that no interest or financial cost may be transferred to subscribers and/or residential users of strata 1 and 2 for the deferment charges. While in the case of subscribers and/or residential users of strata 3 and 4 and industrial and commercial subscribers and/or users, the rate of the direct credit line to the public utilities companies provided for in Legislative Decrees 581 and 819 of 2020 will be applied. In the event that it is not established, the lowest rate of the acquired market will be applied.
For subscribers and/or residential users of strata 1 and 2, the payment period will be thirty-six (36) months.
For subscribers and/or residential users of strata 3 and 4, and industrial and commercial subscribers and/or users, the payment period will be twenty-four (24) months.
Finally, it is important to mention that this measure may be cancelled at any time without any penalty for its withdrawal and that the providers of these services must report the information of the implementation of the measure according to the conditions and terms stipulated by the Superintendence of Public Utilities.
