Whoever intends to present a project to access the resources of the Incentive for the Use and Treatment of Solid Wastes (IAT for its Spanish acronym) must comply with all the requirements indicated in the Technical Annex of Resolution.
Use and Treatment of Solid Wastes-IAT shall include and develop at least the following aspects:
- Background
- Legal Aspects
- Financial/Commercial Aspects
- Technical/Operational Aspects
- Environmental Aspects
- Risk Identification
Failure to comply with these requirements will result in the return of the project.
The General Secretariat or the agency acting in the respective Mayor's Office shall forward the project(s) to the Committee within five (5) days following its submission.
The following projects may be financed with the resources of the Incentive for the Use and Treatment of Solid Waste (IAT for its Spanish acronym):
- Projects that allow for logistical and operational improvements to incorporate added value to the provision of the recovery activity within the framework of Decree 596 of 2016 or that which modifies or replaces it, prior to the return to the economic cycle, within the framework of the circular economy.
- Projects for the development of infrastructure associated with the collection, transport, weighing and classification of waste that can be used in the framework of the public sanitation service.
- Projects that contribute to the fulfillment of the Usefulness Program established in the Plans of Integral Management of Solid Wastes (PGIRS for its Spanish acronym), in the framework of the public service of cleanliness.
The following projects may also be financed with resources from the Incentive for the Use and Treatment of Solid Waste (IAT for its Spanish acronym):
- Pre-feasibility and feasibility studies that allow the implementation of treatment projects, in accordance with the eligibility criteria established in this Resolution and the Technical Annex.
- Construction, optimisation or extension of infrastructure, machinery and equipment associated with the following treatments:
2.1. Thermal treatment for the purpose of energy recovery, in projects of more than 100,000 tons per year, where the waste has a calorific value greater than or equal to 7 MJ/kg or less than 100,000 tons per year, provided that its sustainability is guaranteed.
2.2. Biological treatment for organic waste separated at source, with selective collection and transport on scales greater than or equal to 20,000 tons/year, provided that it has an environmental license.
2.3. Biological treatment for organic waste separated at source, with selective collection and transport on scales of less than 20,000 tons/year, as long as its sustainability is guaranteed.
2.4. Mechanical biological treatment of waste prior to final disposal.
2.5. Mechanical biological treatment of waste already disposed of at final disposal sites.
Once compliance with the requirements is verified, the projects will be eligible considering the sum of an assigned score.
In accordance with the available resources, the Committee for the Incentive to the Use and Treatment of Solid Wastes - IAT will evaluate and create a list of eligible projects from the highest to the lowest score, on which it will allocate the resources taking into account the financial closure per project.
This committee will give itself its own regulations.
