On January 24, 2021, the Council of Bogotá (Concejo de Bogotá) approved the District Draft Agreement No. 317 (hereinafter the “Agreement”). Said Agreement prohibited maintaining, adopting, or selling living animals in the market squares of Bogotá. Also, the Agreement established the minimum health conditions for the living animal markets.
The Agreement aims to discourage pet markets. For that purpose, the District Institute of Animal Protection (Instituto Distrital de Protección y Bienestar Animal) is obliged to conduct awareness-raising campaigns regarding the genetic, congenital and hereditary diseases to which pets are susceptible to.
Additionally, the Agreement aims to discourage the possession of birds as pets and to ban the commercialization of ornamental birds.
Please note that the Agreement will be in force 6 months after its enactment by Bogotá’s Mayor.
