In addition to the measure issued by the President of the Republic on the direction of public order to prevent and control the spread of COVID-19, it is important to highlight the following measures taken at Decree 418 of 2020:

i) The instructions and orders of the President of the Republic regarding public order in the context of the health emergency caused by the COVID-19 coronavirus will be applied immediately and will take precedence over the orders of governors and mayors.
ii) The provisions for the management of public order issued by departmental, district and municipal authorities must be previously coordinated and in accordance with the instructions given by the President of the Republic.
iii) The instructions, acts and orders issued by governors, district and municipal mayors must be previously coordinated with the public forces in the respective jurisdiction.
iv) The instructions, acts and orders issued by governors and municipal and district mayors in matters of public order, in relation to the health emergency caused by the coronavirus COVID-19, must be immediately communicated to the Ministry of the Interior.
