CONPES 4039 - ROADS 2.0 PROGRAM

The program “Roads for the connection of territories, sustainable growth and reactivation 2.0” seeks to recover primary, secondary, tertiary and rail transport infrastructure that allows the consolidation of a strategic transport network in the country. The investment projects included in the program seek to face deterioration, low quality indices and low investments in the infrastructure of the national network. They seek to contribute to the productive development of the country, the closing of regional gaps and the reduction of transportation costs, facilitate the commercialization of products and contribute to the process of economic reactivation in Colombia.

Therefore, on July 26, 2021, the National Council for Economic and Social Policy (CONPES for its Spanish acronym) approved the Declaration of Strategic Importance of the investment projects of the Program “Roads for the connection of territories, sustainable growth and reactivation 2.0”. The foregoing is in associated with the strategy outlined in the “Pact for transport and logistics for competitiveness and regional integration” of the National Development Plan (PND, for its Spanish acronym) 2018-2022, issued through Law 1955 of 2019, in which the National Highway Institute (INVÍAS) is assigned the responsibility of improving the non-concessioned national network that today is unpaved, the corridors identified in the Intermodal Transportation Master Plan (PMTI, for its Spanish acronym) and those that contribute to territorial consolidation.

The program contemplates the strengthening of tertiary roads in 22 departments, through the maintenance of 2,000 km and the improvement of 750 km, which represent a better connectivity of the rural productive areas of the country. In addition, the program directs investments towards the secondary road network, through projects that seek to improve road connectivity in 18 departments. Regarding the primary network, the improvement of 510 km in 14 departments and the maintenance and rehabilitation of the railway network are assigned to INVÍAS. The execution of the program requires resources estimated at 4.87 billion pesos for the periods 2022-2030.
