This news is a compilation of all the credit lines that have been approved by Bancoldex in the last few weeks.
Through Circular No.006 of April 2, 2020, concerning the credit line under the name of Colombia Responde Para Todos, the National Government, the Ministry of Commerce, Industry and Tourism and Bancoldex, in order to provide liquidity tools that contribute to the sustainability of enterprises and job preservation, have implemented a new preferential credit solution with an amount of the quota of COP 350,000,000,000. The beneficiaries of this credit solution would be natural and legal persons, considered as micro, small, medium or large enterprises, from all economic sectors except the agricultural sector, as well as companies financed through the Colombia Responde para Todos. Loans may be granted to partners or shareholders of legal entities when the resources are used to capitalize the company. Likewise, trustee may also have access to these resources provided they meet the aforementioned conditions. It should be noted that the resources must be allocated to working capital and may be used to generate liquidity by improving the financial conditions of the company's current liabilities.
The credit line under the name Colombia Emprende E Innova Contra los Efectos Económicos del COVID19 , created by Circular 007 of 8 April 2020, by the National Government-iNNpulsa Colombia and Bancoldex's Business Growth Management Unit. The amount of the quota is approximately s COP 6,000,000,000. The beneficiaries would be: (a) all companies in all economic sectors with a minimum of six and a maximum of ninety-six months' turnover; (b) the trustee of the above-mentioned companies. The resources are intended for raw materials, inputs, payroll and other operating costs and expenses. Likewise, the resources may be used to generate liquidity by improving the financial conditions of the company's current liabilities, except for liabilities with partners or shareholders.
The Mayor's Office of Cúcuta and Bancoldex, also provide a preferential credit line with the same purpose of maintaining liquidity of companies with a quota of approximately COP 3,100,000,000. The beneficiaries of this line are all natural and legal persons considered as micro-enterprises. The resources will be exclusively to meet operating costs such as payroll, raw materials, inputs and other operating costs and expenses.
Through Circular 009 of April 15, 2020, the Norte de Santander Department and Bancoldex, in order to anticipate the negative effects on economic activity of the presence of COVID 19 in the country, have designed a preferential credit solution for maintaining liquidity of companies while overcoming the current situation. This line has a total quota of COP 12,000,000,000. It is aimed at all companies in all sectors domiciled in the Department of Norte de Santander. On the other hand, the resources must be exclusively for payment of payroll, raw materials, inputs and other operating costs and expenses.
The Mayor's Office of Barranquilla and Bancoldex have also designed a preferential credit solution aimed at maintaining the liquidity of companies in the region. The Barranquilla line responds to the economic effects of COVID 19 with a total quota of COP 60,000,000,000. The beneficiaries of this line would be companies from all sectors domiciled in Barranquilla. The resources should be allocated to working capital, which includes payment of payroll, raw materials, inputs and other operating costs and expenses. They may also be used to replace, consolidate or re-profile the company's liabilities, without this component exceeding 40% of the maximum amount that each beneficiary may request, excluding liabilities with partners and liabilities with Bancoldex resources.
It should be noted that the Governor's Office of Caldas, the Mayor's Office of Manizales and Bancóldex have designed a preferential credit solution for the maintenance of the companies' liquidity. The amount of the quota varies approximately by COP 120,000,000,000 and whose validity would be until the exhaustion of the resources provided by that Government. This maximum quota is divided into quotas A and B: a) 72,000,000,000 for Manizales, b) 48,000,000,000 for other municipalities and the department of Caldas. The beneficiaries would be natural and legal persons, considered as micro, small, medium and large enterprises, of all economic sectors with main residence in the city of Manizales for the A quota, and in the other municipalities of the Department of Caldas for the B quota. Finally, it is important to highlight that the resources must be destined to the payment of payroll, rentals and other operating costs and expenses.
The Government of Antioquia and Bancoldex also designed a preferential credit line for the same purpose, with a total amount of COP 100,000,000,000. This overall amount is divided into quotas A and B: (a) COP 15,000,000,000 for Medellín and (b) COP 85,000,000,000 for other municipalities in Antioquia. The beneficiaries will be natural and legal persons, considered as micro and small enterprises, with their main domicile in the Department of Antioquia for the B quota and the city of Medellín for the A quota. The resources must be used to pay the payroll, rent, raw materials, supplies and other operating costs and expenses.
The Mayor's Office of Pereira and Bancóldex also designed a preferential line of credit with the same purpose, for a total amount of COP 22,100,000,000. This overall amount is divided into the following subgroups: a) small enterprises for COP 5,100,000,000; b) medium enterprises for COP 13,600,000,000; c) large enterprises for COP 3,400,000,000. The quota would be valid until the resources provided by the Mayor's Office of Pereira are exhausted. The beneficiaries will be natural and legal persons, considered as small, medium and large enterprises, with their main domicile in the city of Pereira. The resources must be allocated to meet the payment of payroll, rentals and other operating costs and expenses.
Through Circular 14, May 27, 2020, the Mayor's Office of Bucaramanga and Bancóldex, launched a preferential credit line with the same purpose, with a total amount of COP 8,100,000,000. This overall amount is divided into the following subgroups: a) small businesses for COP 2,550,000,000 and a microfinance credit mechanism for COP 3,000,000,000 and b) small businesses for COP 2,550,000,000. The quota would be valid until the resources provided by the Municipal Employment Institute of Bucaramanga are exhausted. The beneficiaries will be natural and legal persons, considered as micro and small enterprises, with their main domicile in the city of Bucaramanga. The resources must be used to pay for raw materials, inputs, payroll and other operating costs and expenses.
By means of Circular 17, June 16, 2020, the Ministry of Transport and Bancóldex, in order to combat the negative effects on companies in the transport sector, have established a preferential credit solution aimed at maintaining the liquidity of companies in this sector under the following conditions:
• Amount of the quota: approximately COP 95,000,000,000
This amount is subdivided into: a) MSMEs for COP 66,500,000,000 and b) large companies for COP 28,500,000,000. The quota is valid until the resources provided by the Ministry of Transport are exhausted. The beneficiaries will be transport companies (natural or legal persons), including owners and drivers, with economic activities belonging to the list of ISIC codes. Companies or concessionaires belonging to mass transport systems will not be included in the line. The resources must be destined to satisfy the payment of payroll, rentals, costs and/or operating expenses.
By means of circle 15, May 27, 2020, the Mayor's Office of Fusagasugá and Bancóldex have designed a preferential credit solution aimed at maintaining the liquidity of micro and small enterprises in the region with an amount of approximately COP 4,800,000,000. This global amount is divided into the following subgroups of: a) Subgroup of rediscount for COP 2,550,000,000 and b) subgroup of microfinance for COP 1,920,000,000. The quota would be valid until the resources provided by the Mayor's Office of Fusagasugá are exhausted. The beneficiaries will be natural and legal persons, considered as micro and small enterprises, with their main domicile in the city of Fusagasugá. The resources must be destined to satisfy the raw materials, input, payroll and other operating costs and expenses.
Through Circular 020, June 19, 2020, Colombia Productiva and Bancóldex have designed a preferential credit solution aimed at the maintenance of the associated company with the uses typical of economic reactivation with an amount of approximately COP 7,600,000,000. The quota would be valid until the resources provided by Colombia Productiva are exhausted. The beneficiaries will be natural and legal persons, considered as micro, small and medium enterprises, from the economic sectors. The resources must be allocated to meet all costs and expenses associated with the implementation of biosecurity measures, including those related to the payment of consultancy for the implementation of protocols as well as certifications and seals that endorse the company's biosecurity practices.
The Government of Valle del Cauca and Bancóldex have designed a preferential credit solution aimed at maintaining the liquidity of the companies with an amount of approximately COP 65,100,000,000. This global amount is divided in the following quotas: a) Quota A destined to the department of Valle del Cauca without including Santiago de Cali for COP 45,570,000,000 and b) Quota B destined to Santiago de Cali for COP 19,530,000,000. The quota would remain in force until the resources provided by the Government of Valle del Cauca are exhausted. The beneficiaries shall be natural and legal persons, considered as micro, small and medium enterprises, from the economic sectors with main domicile in the Department of Valle del Cauca. The resources shall be destined to satisfy raw materials, inputs, payroll and other operating costs and expenses.
The Municipality of Villavicencio and Bancóldex have designed a preferential credit solution aimed at maintaining the liquidity of the companies with an amount of approximately COP 4,940,000,000. This overall amount is divided into the following subgroups: a) subgroup 1 for microenterprises for COP 2,210,000,000 and b) subgroup 2 for SMEs for COP 1,530,000,000. The quota will remain in force until the resources provided by the Villavicencio Mayor's Office are exhausted. The beneficiaries will be natural and legal persons, considered as micro, small and medium enterprises, from the economic sectors with main domicile in the city of Villavicencio. The resources must be allocated to meet the raw materials, inputs, payroll and other operating costs and expenses.
The Mayor's Office of Rionegro and Bancóldex have designed a preferential credit solution aimed at maintaining the liquidity of companies with an amount of approximately COP 1,600,000,000. The quota would be valid until the resources provided by the Municipality of Rionegro are exhausted. The beneficiaries will be natural and legal persons, considered as micro, small and medium enterprises, with main domicile in the Municipality of Rionegro. The resources must be allocated to meet the raw materials, inputs, payroll and other operating costs and expenses.
The Government of Atlántico, the Chamber of Commerce and Bancóldex have designed a preferential credit solution aimed at maintaining the liquidity of companies with an amount of approximately COP 40,000,000,000. This global amount is divided into the following quotas: 1) quota A destined to Barranquilla for COP 20,000,000,000 and 2) quota B destined to the Department of Atlántico for COP 20,000,000,000. The quota would be valid until the resources provided by the Department of Atlántico and Barranquilla Chamber of Commerce are exhausted. The beneficiaries will be natural and legal persons, considered as micro and small enterprises, from all economic sectors with their main domicile in the city of Barranquilla for the A quota, and in the other municipalities of the Department of Atlántico for the B quota. The resources must be destined to satisfy the payment of salaries, rents and other operating costs.
Circular 28 of August 4, 2020 established the financial relief program for operations disbursed under traditional credit modalities and through the Orange Economy Growth Support Line. Due to the continuation of the economic conditions in the business sector resulting from the Covid-19 pandemic, Bancóldex offers the beneficiaries of the current loans disbursed under the traditional modalities of "Working Capital and Business Support", "Business Modernization" and "Line of Support for the Growth of the Orange Economy". Likewise, Bancóldex also offers to the operations already benefited with the financial relief program (Circular 005 of March 20, 2020). The following are alternatives to modify the unpaid balance of the obligation at Bancóldex
For operations in COP:
a) Extend the currently agreed term by up to 12 months.
b) Postpone one or more of the agreed capital payments for the following 12 months.
c) Adjust the periodicity of interest payments in accordance with the new repayment plan agreed between the beneficiary and the intermediary.
d) Maintain the initially agreed interest rate.
e) It is not allowed to increase the interest rate initially agreed between the beneficiary company and the financial intermediary.
When dealing with operations in dollars, the modifications initially agreed upon in the operations in dollars must be previously consulted and Bancóldex will study each case to proceed to the authorization of the requested modification.
In accordance with Circular 30, of August 10, 2020, the line of competitive MSMEs for productive scaling is established. The National Government, through the Ministry of Commerce, Industry and Tourism and Bancóldex, makes available to entrepreneurs the special line of credit for approximately COP 300,000,000,000, until the exhaustion of the contribution resources provided by the Ministry of Commerce, Industry and Tourism. The beneficiaries will be natural or legal persons considered as micro, small and medium enterprises of all economic sectors, excluding capital rentiers. Likewise, micro, small and medium enterprises such as BICs, companies considered as in the category of orange economy, as well as autonomous patrimonies constituted by the companies, will be able to access the resources. The resources must be allocated to modernization, investment in adaptations and certifications to guarantee biosafety and sustainable development, energy efficiency and renewable energy.
