Graduated as an attorney from Colegio Mayor de Nuestra Señora del Rosario University. He has a master’s degree (LL.M.) in Energy and Resources Law from the University of Melbourne, Australia. 

As part of the Infrastructure and Public Utilities team and the practice of Renewable Energy and Energy Efficiency, Carlos provides advice to national and international clients in the structuring and development of infrastructure and energy projects (generation, transmission, distribution and retailing), as well as in the design of investment schemes for renewable energy projects, connection to the grid, PPAs, tax incentives and the energy market regulation. He also assists in the participation of public and private procurement processes of various industries, public private partnerships and administrative proceedings before public entities.

He recently participated in the structuring of the winning proposal for the public tender of Canal UNO. 

Carlos worked in the Legal Direction of Daimler Colombia S.A. and Codere Colombia S.A., both multinational companies in which he worked as an attorney in the drafting, management and execution of commercial contracts, as well as in commercial and administrative law matters. He also has experience in legal research and support in different areas of public and private law.
