By means of Law 2047 of 2020, Colombia has banned animal testing on cosmetic products, its ingredients and combinations. This Law will be in full force in August 2024. Said prohibition includes importing, manufacturing, and commercializing cosmetic products that entail animal testing. The prohibition will not apply if: (i) there is no alternative model for animal testing; or (ii) the data obtained by animal testing has a purpose different than cosmetics.
The infringement of said prohibition will entail sanctions and fines of up to 50.000 monthly minimum wages, which will be imposed by the National Institute of Medicines and Food Surveillance (“INVIMA” for its acronym in Spanish).
Furthermore, the national government will be obliged to generate incentives to strengthen the capacity of the national laboratories and national research institutions to develop and apply alternative models to avoid animal testing.
