On August 11th, 2021, National Hydrocarbons Agency (“ANH”) published the Addendum 20 to the Terms of Reference for the Permanent Areas Allocation Process (“PPAA”) in order to modify the process to accredit the economic, financial, technical and operational capacities required to participate in the fourth cycle of the PPAA (as known as “Ronda Colombia 2021”). This addendum also confirms that the interested parties that were qualified as eligible for the third cycle of PPAA by ANH on October 22nd, 2020, are deemed as qualified and still eligible for the Ronda Colombia 2021.

In this regard, Addendum 20 includes the following guidelines: 

1. Requests to qualify or update the qualification already obtained that are submitted after the entry into force of Agreement 6 of 2021 (July 14, 2021) will be subject to the requirements of said agreement. Therefore, for the purposes of the evaluation of the requests for qualification, the following criteria will be followed:

• Economical and financial capacity may be accredited with the 2019 or 2020 Financial Statements. 
• If the financial statements submitted are for 2019, the investments to be deducted for the purposes of the calculation of the residual net worth in the formula for the financial and economic capacity, will be the investments pending to be performed in 2020. Pending investments shall be understood as those that correspond to agreements in force with ANH, State administrators of hydrocarbons resources, as well as investments in the aforementioned activities in any country.
• Technical and operational capacities may be accredited with the data of own proven reserves, and operated production of 2020 or 2019. 

2. The interested parties authorized to participate in the Third Cycle of the PPAA identified in the updated definitive list of qualified persons published by ANH on October 22, 2020, will maintain their status as qualified, and the right to participate in the “Ronda Colombia 2021”.
