The purpose of circular No. 4 of the Ministry of Transport is to instruct companies authorized to provide public transport services to fulfil their legal obligations with regard to the land transport of foreign passengers during the mandatory period of preventive isolation.
Companies authorized to provide public land transport services to passengers are obliged to

Provide the public transport service to foreign passengers during the mandatory preventive isolation period.

Not to carry out public transport operations in a way that is not authorized, such as collective transport. If provided, will be subject to administrative investigation by the Superintendent of Transport.

Comply with the provisions of Joint Circular 4 of 9 April 2020, concerning "preventive and mitigation measures to contain acute respiratory infection by Coronavirus COVID-19", issued by the Ministry of Health and Social Protection, the Ministry of Labor and the Ministry of Transport.

The compliance of the companies with their obligations will be monitored by the Superintendence of Transport.
