The regulatory decree 1074 of 2015 regulates commercial, industrial, and touristic activities in Colombian territory and established the National Quality Subsystem (“SNC”) in relation to regulation related to standardization, technical regulation, accreditation, conformity assessment, metrology, surveillance, and control for trade in Colombian territory.
As development of the regulation related to the SNC, the Superintendence of Industry and Commerce (hereinafter “SIC”), as governmental entity in charge of developing regulations on accreditation, surveillance, and metrology control for fuels, performed a regulatory impact analysis of the metrological regulation applicable to pumps, dispensers, and meters for fuel retailing in Colombia. As a result of this analysis, SIC identified the need to perform specific changes of the abovementioned regulation to make its application clearer for fuel distribution chain agents who apply it to achieve greater compliance.
The draft resolution proposes the modification of the methodologies and tests to be performed to determine the compliance of technical, metrological, and administrative requirements that liquid fuel pumps, dispensers and/or meters must comply. The draft resolution also establishes the conformity assessment procedure, defines the obligations for manufacturers and importers of pumps, dispensers, meters and establishes the metrological verification procedure for liquid fuel meters that are used in public automotive, river and maritime service stations.
