The Ministry of Health and Social Protection issued Resolution 991 of 2020, adopting the biosecurity protocol for the risk management and control of COVID-19 in activities related to the training of high-performance, professional, and recreational athletes.
Scope of application
This protocol applies to:
i. High-performance athletes, this is, those who belong to a sports federation, sports league and the ones selected by each department, their coaches, and the minimum necessary logistics personnel, of the following sports modalities:
- Archery
- Athletics
- Water and underwater activities
- Kayaking
- Road cycling
- Equestrian
- Ski
- Golf
- Weightlifting
- Skating
- Surf
- Tennis
- Sport shooting
- Triathlon
- Sailing
These activities were selected as they are individual and outdoor activities.
ii. Recreational athletes between 18 and 69 years old in the sports modalities listed above, excluding water and underwater activities in pools.
iii. Responsible for sports arena where activities related to the training of athletes are carried out.
Nature
This protocol is complementary to the general biosecurity protocol adopted through Resolution 666 of 2020 and to the measures deemed necessary by those responsible for each federation.
Protocol´s content
The biosecurity protocol adopted for these activities includes the following measures:

Protocol´s approval
The specific protocols of each federation or league will be evaluated and approved by the Ministry of Sport and must comply with the general requirements established in R. 991.
The adoption of this protocol should not be understood as an obligation for the athlete to return to training. Thus, sports federations or leagues will adopt measures aimed at obtaining the informed consent of each athlete, coach, and support staff. The athlete, coach or support staff who decides not to return to training will not be subject to any penalty.
Monitoring of protocol compliance
Monitoring of compliance with this protocol is in charge of the municipal or district municipalities where each federation operates. This, regardless the surveillance conducted by the Ministry of Work regarding compliance with obligations by employers or by any another authority in the execution of its duties.
