The National Government promotes and guarantees the mobilization, distribution and supply of fuels in the Colombian territory. For this reason, it has issued the documents described below:

First, in order to address the difficulties in the mobilization of fuel as a result of the blockades in the main roads of the country and in order to give continuity to the provision of the public service of fuel distribution, the Ministry of Mines and Energy and the Ministry of Environment and Sustainable Development issued Resolution No. 40155 of May 21, 2021, through which some fuel quality parameters contained in Resolution 40103 of 2021 are temporarily modified. 

Thus, the quality requirements for basic gasoline, sulfur and oxygenated gasoline with anhydrous fuel ethanol spark ignition engines use are modified and the maximum limit is set at 150 mg/kp or ppm for all of them. 

Likewise, wholesale distributors may decrease, for each gallon or liter of basic and oxygenated gasolines with anhydrous fuel alcohol, the content of additives and detergents and/or dispersants and may even dispense with the use of these ingredients if necessary, as long as they comply with the implementation requirements of this resolution. 

For this purpose, interested agents must submit a request to the Hydrocarbons Directorate of the Ministry of Mines and Energy through the e-mail downstream@minenergia.gov.co. The Hydrocarbons Directorate must resolve the request within two calendar days and will make the corresponding notification to the Fuels Information System - SICOM.

On the other hand, the Ministry of Mines and Energy published a draft resolution through which it intends to amend Resolution 40405 of December 24, 2020, which issued the technical regulations applicable to service stations, supply plants, large consumer facilities with fixed installation and final consumer storage tanks, which store biofuels, crude and/or liquid fuels derived from petroleum. 

For this purpose, the draft resolution brings with it the General Annex, which, for all purposes, will replace in its entirety the General Annex of Resolution 40405 of 2020.
