While the costs for electric energy and fuel gas remain constant, subsistence consumption rates for users in strata 1 and 2 increase based on the Consumer Price Index by following the formulae set by CREG Resolution 186 of 2010, which does not allow lower-income users to have rate stability. 
Therefore, CREG determined that it is necessary to harmonize the provisions of CREG Resolutions 058 and 059 of 2020, in terms of tariffs, so that all tariffs remain stable during the Sanitary Emergency period. Thus, CREG modified the monthly calculation of the subsistence consumption rate for strata 1 and 2 of electric power and fuel gas to ensure price stability during the Sanitary Emergency.
