The National Infrastructure Agency (ANI) has initiated the bidding process for the El Estanquillo-Popayán road project by releasing the Draft Tender Documents on the Secop I platform. This project, to be developed under the Public-Private Partnership (PPP) scheme, aims to establish a toll-road concession to improve connectivity between the departments of Valle del Cauca, Nariño, Putumayo, and Ecuador. Through this call, ANI seeks to ensure efficient connectivity between these regions, promoting road and regional development.
With an investment of 7.6 trillion pesos, this project plans 6 interventions for rehabilitation, improvement, and construction of approximately 252.3 kilometers of new variants and dual carriageways, with the aim of improving transportation, benefiting over one million people. These interventions will significantly reduce travel times. Furthermore, during the construction phase, the project is expected to generate around 151,000 direct and indirect jobs, driving economic and social development in the region.
The project’s construction phase, which includes 1.5 years of preconstruction and 4.5 years of actual construction, involves the construction of 14 tunnels, 116 vehicular bridges, 12 pedestrian bridges, and 5 new intersections, all new infrastructure. To ensure user safety, critical points along the route will be addressed, and slope stabilization will be carried out through geotechnical works. Additionally, an Intelligent Traffic Control and Support System will be implemented to reduce accidents by incorporating new road safety measures.
The realease of the final Tender on the SECOP I platform is scheduled for February 25, 2025, followed by the risk allocation hearing on February 28, 2025. Interested parties will be able to submit observations on the Tender until May 5, 2025, and the process is set to close on August 22, 2025. The final award hearing will take place on October 3, 2025.
