On June 25, 2020, the National Hydrocarbons Agency ("ANH") published the Addendum No. 14 to the Permanent Bidding Process ("PPAA"), by means of which it modified the sections referring to the application for incorporation of areas, the expression of interest and the Format No. 29 "Letter of Intent" of the terms of reference.
The modifications included in Addendum No. 14 of the PPAA set forth that:

The companies that express interest or request the incorporation of areas, must not only submit the offer for the areas of interest, but also submit the information related to the qualification update.

If as a result of the review of the information provided by the companies, the ANH concludes that the conditions that gave rise to its qualification are not upheld, or that its Economic-Financial Capacity is insufficient to present an offer for the area of interest, the commitment to submit an offer is extinguished due to impossibility of execution, and the proposal will be understood as rejected.

The modifications mentioned above were reflected in Form No. 29 "Letter of Intent" of the terms of reference.
Finally, bear in mind that companies can only submit the documents to obtain or update its qualification in the PPAA until August 31, 2020.
