Carlos Cerón Amador
Attorney from Universidad del Rosario, with a master’s degree (LL.M.) in Energy and Resources Law from the University of Melbourne, Australia.
As part of the Infrastructure and Public Utilities team and the practice of Renewable Energy and Energy Efficiency, Carlos provides advice to national and foreign clients in the structuring and development of infrastructure projects, mainly in the activities of the power and gas value chain; in the design of investment schemes in non-conventional sources of energy, and regulatory consultancy in the Colombia´s wholesale energy market. Carlos also provides legal assistance in the participation in public and private procurement processes of various industries, public-private partnerships and administrative proceedings before public entities.
Carlos worked as an associate of Brigard Urrutia from 2016 to 2019. Before rejoining the firm in 2021, he worked as the head of legal of the Non-conventional Energy and Energy Efficiency Fund - FENOGE, and as an attorney to the office of the Colombian Minister of Mines and Energy in the issuing of public policy related with the long-term power purchase agreements auction, award of connection capacity to the power grid, the ruling of the national development plan (Plan Nacional de Desarrollo) 2018-2022 in energy-related matters, compensation of the energy utility in non-interconnected zones (ZNI), the acquisition of Electricaribe S.A. E.S.P., among others.
