Law 2108 of 2021 established internet access as an essential and universal public telecommunications service. Thus, it seeks that this service be provided in an efficient, continuous and permanent manner, guaranteeing connectivity among all the inhabitants of the national territory, and especially for the population that due to its social or ethnic condition is in a vulnerable situation or in rural and remote areas.
This regulation adds a series of provisions with the purpose of guaranteeing accessibility to the internet service. Among others, it establishes that providers of telecommunications networks and services may not suspend the installation, maintenance and adaptation of networks required for their operation.
In addition, this law orders the Communications Regulation Commission and the Ministry of Telecommunications to adopt a series of differential regulatory measures for those non-essential elements in the provision of the service, aimed at network providers that provide access to rural and remote areas.
