Learn about the measures announced for La Guajira by the national government within the state of emergency declaration period
The President of the Republic decreed a State of Economic, Social and Ecological Emergency in the department of La Guajira for a period of thirty days. With this declaration, the national Government acquires exceptional faculties and may adopt measures, through decrees with the force of law, exclusively aimed at controlling the crisis and preventing the extension of its effects.
The text of the decree contains a series of measures that will be adopted in eleven fields: government procurement, information and communication technologies, inclusion, taxes and investments, transportation, energy, education, environment, agriculture and rural, water and basic sanitation, and health. The aforementioned decree will be subject to the legal control of the Congress of the Republic and the legislative decrees issued under the state of emergency will be reviewed by the Constitutional Court.
These are the conditions for the provision of community Internet service
By means of a decree issued by the Ministry of Information and Communications Technologies (“MinTIC” ), the conditions for the provision of fixed community Internet service, provided by an organized connectivity community to its associates, were established.
In order to provide this type of Internet service, the organized connectivity communities must obtain registration in the Single TIC Registry (“Registro Único de TIC”); provide it exclusively to the members of the organized connectivity community; be self-financed and managed directly by the community itself, and may provide it to educational and health institutions, public libraries and non-profit organizations located within their coverage area, without exceeding the established limit of accesses or revenues.
The decree became effective as of its publication and adds Decree 1078 of 2015, Sole Decree of the Information and Communications Technologies Sector.
