According to the information reported by DANE1, imports made by Colombia as of November 2022 amount to USD 6,043 M, which represents a contraction of 7.7% if compared to the results of the same month last year.

The President of the Republic, through Decree 50 of 2023 and as an anti-inflationary measure, ordered not to increase the toll rates of the National Roads Institute (Spanish acronym "INVIAS") and the National Infrastructure Agency (Spanish acronym "ANI"), a measure that, in first place, will be in force until December 31, 2024, date from which it is expected to normalize the estimated tariff scheme for that time. 


The regulation empowers INVIAS and ANI to apply the mechanisms agreed in the agreements for the recognition of the tariff adjustments that may arise; on the other hand, ANI must meet the obligations generated in the concession or APP projects charged to the infrastructure sub-account of the Contingency Fund of State Entities, and finally, the Ministry of Transportation, INVIAS and ANI were entrusted with the creation of mechanisms for the reestablishment of the tariff no later than December 31, 2024.


This decree is effective as of its publication date, this being January 15, 2023.

As of January 19, 2023, the Congress of the Republic is processing 104 bills related to the environment: 94 bills were presented in the current legislature, which runs from July 20, 2022 to June 20, 2023, and 10 in the last legislature.


It is important to note that 48% of the current bills are pending first debate. Of the bills, 9 are Legislative Acts, while the remaining 95 are Bills. The status and topics of these bills are shown in the following graphs:

The Ministry of Environment and Sustainable Development, through the Legal Advisory Office, published the regulatory agenda for the year 2023. Among the topics subject to modification or regulation are:
