Rafael Julián Cifuentes
Lawyer from Pontificia Universidad Javeriana with a postgraduate degree in Administrative Law from the same University. In addition, he successfully completed the Public Private Partnerships course: Implementing Solutions in Latin America and the Caribbean taught by the Inter-American Development Bank. Before joining the firm, Rafael was linked to the Third Section of the State Council.
As a member of the Infrastructure and Public Services team, he advises national and foreign clients in the structuring, financing, development and participation of infrastructure projects and issues related to contractual management. As a member of the Public Law team, he advises national and foreign clients, as well State-owned and mixed entities, in matters related to public procurement and public and administrative law; as well as advice on fiscal and disciplinary control.
Recently, Rafael has advised multinational companies in several legal aspects related with toll road concessions (third, fourth and fifth generation of toll road concessions in Colombia), concessions for the provision and operation of busses in the context of mass transit systems (i.e. Transmilenio and MIO mass transit systems) and concessions for the provision of rail mass passenger transports systems in different cities of Colombia (i.e. Bogota’s First Metro Line project and Regiotram project), port concessions and acquisition of assets and share participation in said concessions.
