Partner at Brigard Urrutia since 2019. He has worked in multinational companies, law firms, and consulting firms, providing legal advice in loan agreements, in infrastructure contracts and in structure and negotiation of different types of finance projects. In addition to this, he participated in deals related with acquisition financing transactions and the financing of infrastructure projects by local and foreign organizations. As Legal Director of Opain (concessionaire of El Dorado), César developed the long-term financing structure for the expansion and modernization of El Dorado airport.

As a member of the Banking and Financial Services practice area at Brigard Urrutia, he advises infrastructure companies in the development of projects, in public and private tenders and in multiple financing projects. As a foreign legal consultant in the Projects, Energy, Natural Resources and Infrastructure area of Allen & Overy, he participated in international financing projects in renewable energy, infrastructure, fishing and insurance industries. In addition to this he drafted and negotiated contracts that were subject to the New York law.

César is a law graduate from Universidad de los Andes in Colombia, he has a postgraduate degree in Financial Law from Universidad de los Andes and in Civil Procedural Law from Universidad Externado de Colombia. He holds a master’s in law (LL.M) in international Business Law from the University of Liverpool, in the United Kingdom.
