On June 28th, 2018, the National Hydrocarbons Agency (“ANH”) published the draft Terms of Reference of the 2018 Permanent Competitive Bidding Procedure for purposes of receiving comments from the public.

Through the Permanent Competitive Bidding Procedure ANH will select areas to receive proposals on a permanent basis, without the need of launching specific bidding procedures (rondas) for their allocation. Once the ANH receives a proposal over a selected area, it will make public such proposal and invite third parties to compete for its allocation.

It is expected that this mechanism expedites the allocation of areas for their evaluation and development and allows Colombia to establish a competitive and dynamic procedure for allocation of areas.

The ANH will receive comments and observations on the draft Terms of Reference of the 2018 Permanent Competitive Bidding Procedure until July 13th, 2018 at: asignaciondeareas@anh.gov.co. The communication must contain: (i) purpose of the observation; (ii) name; (iii) company; and (iv) contact information.
