Draft resolution on O&G Royalties´ base price is available for comment

The National Hydrocarbons Agency ("ANH") by using its power to establish the royalties payment modality, on March 6, 2015, issued Resolution No. 164 of 2015 "By which the procedures and terms of liquidation are established, the base price for settlement of  royalties  from the crude oil exploitation and the handling of advance payment of royalties and other provisions are issued".

Resolution No. 164 of 2015 was partially modified by resolutions No. 970 of 2015, 167 of 2016, 907 of 2016, 090 of 2018, and 207 of 2020. However, currently it is necessary to update and adjust the definitions and the formula for the liquidation of the base price for royalty settlement paid in kind to the crude oil commercialization processes current reality, in order to respond to the changing dynamics of the hydrocarbons market in Colombia.  

Therefore, in compliance with the article 8 of the Colombian Administrative Procedure Code authorities must to maintain available to all interested parties the complete and updated information, among others, of the specific regulatory projects and the information used to build them, in order to receive opinions, suggestions or alternative proposals, the ANH published for comments the draft resolution text by means of which the Resolution 164 of 2015 is partially amended, (hereinafter referred to as the "Draft Resolution")

The ANH will receive the observations, comments and proposals thereof in the following email: comentariosnormativa@anh.gov.co    

It is important to consider that such observations, comments, and proposals shall be submitted through the Excel format provided for such purpose and available at the ANH website, where the Draft Resolution is also published.

All observations, comments, and proposals must be sent no later than next Friday, November 20, 2020, at 5:00 p.m.
